NAXCOM (National Automated eXchange Collectibles On-line Marketplace) is designed to be the safest third-party exchange on the Internet. NAXCOM is not an auction site, it is a fixed price system. Specializing in collectibles, NAXCOM's unparalleled exchange system (patent pending) allows buyers and sellers to transact based on the principles of the stock market. The NAXCOM Marketplace is unique because it allows all buyers and sellers of a particular item to see the entire list of buy and sell orders simultaneously.

THE NAXCOM GUARANTEE

NAXCOM buyers (US only) are guaranteed to receive their purchased item undamaged and as advertised or their money back!

NAXCOM guarantees payment to all sellers, provided that the merchandise arrives to the buyer undamaged and as advertised, within twelve (12) days of clicking on the shipped check box and the shipping confirmation button.

GETTING PAID

Once a transaction occurs, the payment is automatically debited from the buyer's NAXCOM Cash Account (or credit card if funds are not available in the cash account) and placed directly into the Seller's Pending Account. The payment will then be transferred into the Seller's NAXCOM Cash Account based on the payout process listed below.


Sellers get paid based on their level of membership:

  • VIP Premier Members - paid 3 days after confirming the item has been shipped (up to a $1500 draw). The balance is received 12 days after clicking on the 'shipped' check box and the shipping confirmation button.

  • VIP Certified Sellers - paid 3 days after confirming the item has been shipped (up to a $750 draw). The balance is received 12 days after clicking on the 'shipped' check box and the shipping confirmation button.

  • VIP Members - paid 6 days after confirming the item has been shipped (up to a $250 draw). The balance is received 12 days after clicking on the 'shipped' check box and the shipping confirmation button.

  • NAXCOM Regular Members - paid 12 days after clicking on the 'shipped' check box and the shipping confirmation button.


Note: Sellers who mark their items shipped before they are actually sent may face penalty/reversal fees and/or expulsion from the NAXCOM Exchange.

Once funds reach your NAXCOM Cash Account, you may make a purchase, request a PayPal deposit, request a check or simply leave in your NAXCOM Cash Account for a future purchase.

FILING DISPUTES

Buyers:

If you have not received your item(s) within 7 business days of receiving a shipping confirmation or 10 days from the date of the transactions, send an email to the seller (click on the appropriate Transaction Information button within My Current Purchases page) letting them know that the transaction has not yet arrived.

If no reply is received within 48 hours, please contact NAXCOM Customer Care with the transaction number and any vital information.

Customer Care will investigate the situation and send an appropriate email to both parties. Follow the instructions provided within the email to complete the resolution.

Sellers:

If you are unable to complete a transaction as advertised, contact the buyer as soon as possible and offer them an item of equal or greater value. If a reply is not received, or if the offer is refused, contact NAXCOM Customer Care with the transaction number and the reason for the reversal.


SELLER INFORMATION

IF UNABLE TO COMPLETE ANY TRANSACTION THE SELLER MUST CONTACT THE BUYER IMMEDIATELY TO RESOLVE!

THE NAXCOM TRANSACTION NUMBER MUST ACCOMPANY ALL MERCHANDISE!

Any seller who executes multiple buy offers (typically 3 or more) to the same buyer and ships them together are required to reimburse the buyer a fair shipping reimbursement (typically 30%) of the total shipping/handling charged.

Sellers: Executing individual transactions for the same exact items/listings in order to get more money for shipping is unfair to the buyers who have to pay for the full shipping amount each time a transaction is executed. Consequently, sellers who execute buy offers one at a time from the exact item/listing from the same buyer will not be credited with additional monies for the shipping of the repeated items. This rule stays in effect until seven (7) days after the original purchase date. Transactions with a buy price of $2.00 or less will be refused.

Current Sell Listings: Sellers are required to manage, maintain and keep all sell listings current. Sellers that fail manage their NAXCOM inventory risk penalty fees (see below) and permanent removal from NAXCOM.com.

Condition of Merchandise: Sellers who fail to follow the NAXCOM Condition / Grade Guidelines by misrepresenting any item, in any way, intentional or not, will be assessed a penalty fee (see below) and risk suspension and permanent removal from NAXCOM.com. Please see the section below for detailed information on the NAXCOM Condition / Grade Guidelines.

SHIPPING & INSURANCE CHARGES

SHIPPING AND INSURANCE CHARGES ARE PAID BY NAXCOM BUYERS. NAXCOM SELLERS ARE COMPENSATED FOR INSURANCE COSTS ON ALL MERCHANDISE OVER $10! NAXCOM determines and regulates all shipping and insurance charges. It is NAXCOM's policy that shipping and insurance will not be a source of profit for any user. Therefore, NAXCOM has established shipping and insurance rates that are deemed consistent and fair for all users. The shipping and insurance charges are based on the United States Postal Service rates and established by combining the purchase price, item weight and shipping distance. NAXCOM sellers are liable for all merchandise that is damaged, incomplete or lost.

BUYER INFORMATION

THE BUYER MUST NOTIFY THE SELLER IF AN ITEM IS DAMAGED, MISREPRESENTED OR NOT RECEIVED WITHIN TEN (10) DAYS OF THE TRANSACTION DATE!

Buyers do not need to notify NAXCOM or the seller after receiving satisfactory merchandise, however, please 'check' the RECEIVED, located within MY CURRENT TRANSACTIONS. If an item is not received within ten (10) days or the merchandise is received damaged, incomplete or misrepresented, THE BUYER MUST NOTIFY THE SELLER IMMEDIATELY. If a seller is unresponsive, the buyer must notify NAXCOM Customer Care (must include NAXCOM Transaction #) within fourteen (14) days of the transaction date. NAXCOM buyers that abuse the buyer guarantee by filing frivolous or erroneous disputes will be permanently removed from the NAXCOM.com.

Buyers should not use P.O. Boxes as their shipping address. P.O. Boxes do not accept deliveries from UPS or FedEx and do not accept signature confirmation as part of insuring a transaction. Please contact Customer Care with any questions regarding this issue.

In order to make a purchase, a buyer must have funds in their NAXCOM Cash Account or a valid credit card on file.

NAXCOM Cash Accounts will always be debited FIRST prior to debiting a buyer's credit card (if necessary).

AUTOGRAPHED MEMORABILIA

NAXCOM will NOT permit any autographed items to be listed or sold without a valid CERTIFICATE OF AUTHENTICITY (COA) from a licensed company (i.e.: PSA/DNA, Global, Tri-Star, etc.). COA's from individuals will not be permitted (i.e.: COA from John Q. Public). In addition, LETTERS OF AUTHENTICITY (LOA) or Notarized Letters will not be accepted.

SELLING / TRANSACTION FEE

NAXCOM has NO LISTING FEES, NO BUYER FEES, NO MEMBERSHIP FEES & NO MONTHLY DUES! Meaning, you can post as many items to the site, and only pay a transaction fee after the item sells.

Also, NAXCOM is a fixed price site, meaning you post the item at a listing price that you want. Therefore, you will never have to worry about selling an item for less than you want. Many sellers also include the fees in their asking price. For example; if you need to sell an item for $100.00 add the fees into your asking price ($5.25 transaction fees + $2.78 Pay Pal/Credit Card Payment Processing Fees).

Whether you sell a .10 item or a $10,000 item, NAXCOM ensures that the buyer fairly compensates you for your costs.

$1.41 is a "fair" compensation for the sale of a .10 item to cover your shipping costs.

PAYMENT PROCESSING

Each transaction on the NAXCOM Exchange prompts a processing of buyer funds to move to a seller's pending account. As such, a seller is required to pay 2.79% of the total transaction plus 29 cents per transaction.

Why this fee? 75% of purchases on NAXCOM are done with a credit card or PayPal, in which the credit card company and PayPal charge a fee (2.59% + .25 per transaction). When a buyer uses an American Express or Discover card, NAXCOM's fees are 3% + .25 per transaction. NAXCOM is also charged a fee anytime a buyer disputes a charge and NAXCOM also covers all the costs when items have been purchased with a fraudulent credit card (NAXCOM doesn't burden the seller(s) when this occurs). NAXCOM's average costs fluctuate between 2.7% and 3.2% per month with every purchase.
PENALTY FEES

Sellers face penalty fees for committing any of the following:

  1. Failing to ship merchandise promptly
  2. Failing to properly package merchandise
  3. Failing to notify NAXCOM immediately of inability to complete a transaction
  4. Sending merchandise that fails to meet the NAXCOM Condition/Grade Guidelines
  5. Sending merchandise that is different than the item sold

Sellers who violate any of the above will pay one or more of the following:

  • Transaction fee
  • Credit card fee (if applicable)
  • Return shipping costs (if applicable)
  • $ 10 penalty fee
RETURNED CHECK PENALTY

NAXCOM Users will be assessed a $25 transaction fee on all returned checks.

PAYING FOR A PURCHASE

A user may pay for a purchase by:

  1. Having a valid credit card on file (credit card will be debited ONLY if a purchase occurs).
  2. Selling an item on NAXCOM (once a transaction has cleared, funds will be placed into the account).
  3. Mailing a Check or Money Order to NAXCOM. Send payments to:

NAXCOM's RIGHT OF REVISION

NAXCOM reserves the right to alter or delete an incorrect or misrepresented marketplace at anytime. The marketplace may be removed entirely or merged into an existing one to prevent incorrect transactions (i.e. A marketplace for a 1988 Topps Barry Bonds Rookie Card would be deleted because that is not his rookie card).

NAXCOM reserves the right to suspend or remove a user at any time. Reasons for suspension and or removal from the site include, but are not limited to the following

1. Non-delivery of goods.
2. Goods delivered were misrepresented or counterfeit.
3. Account has been inactive for more than 365 days. (Inactive account is a user without any new listings and/or transactions within a 365 day period).
4. Inaccurate email, phone number, credit card and/or address on file.
5. Attempted payment using a fraudulent credit card, PayPal Account and/or Check.
6. Unacceptable interaction with another NAXCOM User or NAXCOM employee.
7. Posting of inappropriate pictures, descriptions and/or items to the NAXCOM Marketplace.
8. Attempted acts to purposefully sabotage NAXCOM, its marketplace, its users or the company in general.
9. Any intended guidance or misdirection by a NAXCOM seller that could result in a transaction off of the NAXCOM Exchange (i.e. advertisement of another website, phone number or direct email) will be construed as a violation.


In the event that a user is suspended they will be notified either prior to their suspension to appeal their case. Once a user has been permanently removed their monies will be removed and they will be prohibited from registering on NAXCOM under a different account.

PURCHASE SAFETY LIMIT & SELL LIMIT

Purchase Safety Limit
The Purchase Safety Limit affects buyers with buy offers only! Sellers are unaffected by this function. The Purchase Safety Limit enables buyers to post an unlimited number of buy offers yet not have to worry about exceeding their Credit Card or Cash Account limits. NAXCOM will never limit the number of posted buy offers of any user, however, buyers who exceed their Credit Card or Cash Account limit risk suspension and possible removal from NAXCOM. NAXCOM strongly suggests that all buyers use the Purchase Safety Limit feature to guard against this.

An example of the Purchase Safety Limit: A buyer has a Purchase Safety Limit of $500 and $10,000 worth of current buy offers posted. Once $500 in purchases is reached, the buyers remaining buy offers are automatically placed on hold. When a Purchase Safety Limit is reached, the user may adjust the limit and add funds to their Cash Account.

Sell Limit
The Sell Limit prevents new, unknown sellers from fraudulently posting multiple sell listings without any inventory or intention of completing a deal. Once the seller becomes known to NAXCOM or develops a sales history, all sell limits will be removed. This may be an inconvenience to some seller's, however, in keeping with our goal of providing the fairest, most trusted exchange on the Internet, we see this as a necessary function.

 
Responsibility for Taxes
Responsibility for Taxes. NAXCOM is a venue only and is not responsible for the collection or remittance of any state and/or local sales taxes. Buyers and Sellers are responsible for all tax-related issues that may arise. NAXCOM recommends that seller's add into their sale price any additional fees and/or taxes that they will be responsible for if their item should sell.
NAXCOM INTERNAL SELLER RATING

NAXCOM WILL NOT TOLERATE ANY MISREPRESENTATION, FRAUD, DECEPTION, TRICKERY, LYING, EXAGGERATING OR SCAMMING.

NAXCOM will compile a Seller Rating for all users based on anonymous feedback and sales history. NAXCOM promises to immediately remove all users lacking a clean, honest trading record. All user feedback is kept confidential and viewed only by NAXCOM. Anonymous feedback accomplishes several things. First, it allows a user to retract a negative comment that was made hastily, but later regretted or resolved (negative comments will be removed if requested by the complainant). Second, it gives the complainant the ability to record negative comments anonymously, therefore eliminating the fear of retaliatory feedback. Third, it allows an unbiased third party, NAXCOM, to examine a complaint objectively then evaluate the feedback accordingly. All unwarranted and frivolous feedback will be viewed as such. For serious allegations, NAXCOM will investigate and reach a decision based on the evidence, testimony and transaction history of the buyer and seller. If NAXCOM finds the action of any user to be deceptive or disingenuous, in any way, intentional or not, NAXCOM will remove all user privileges immediately and permanently. NAXCOM reserves the right to remove any user at any time.

ANY ACT OF DECEPTION OR FRAUD WILL RESULT IN IMMEDIATE AND PERMANENT REMOVAL!

NAXCOM AGE REQUIREMENT

NAXCOM users must be a minimum of 18 years of age. NAXCOM will not allow users who cannot legally enter into and form binding contracts. Anyone under the age of 18 years may not use NAXCOM under any circumstance.

NAXCOM Privacy Policy

NAXCOM is required by law to provide for the security of your personal information and to ensure that it is used for the sole purpose of doing business on and with the NAXCOM Exchange. No information you provide will be sold to other members of the public or for advertising purposes.

Several pieces of your information can be used in the public domain, such as your name, email address and mailing address. These are necessary pieces of information that other NAXCOM users will require to perform purchases and sales with you, and as such, are available upon request, if proper reasoning is provided to warrant the need to contact another NAXCOM user.

Information such as a credit card or phone number is kept private and only for the express use of the NAXCOM Exchange. Under no circumstances will these pieces of information be provided to the general public. All information provided to NAXCOM is received via an SSL secured link and verified through license with www.verisign.com.

NAXCOM Condition/Grade Guidelines
 

Sports Cards - Singles:

Ungraded Items: These are items that a seller evaluates the condition based on the following conditions and guidelines:
NM Near Mint or better
Near Mint or Better. Centering must be 75/25 or better on the front and 90/10 or better on the back. In addition, one of the following minor flaws is allowed. Very slight wear on one to three corners, slight wax stain or color and focus imperfection or printing blemishes.

EX-MT

Excellent-Mint or better
Excellent-Mint or better. Centering no worse than 80/20. No more than two of the following flaws are allowed: two or three fuzzy corners, slightly rough edges, very minor border discoloration, minor print spots, color or focus imperfections.

EX

Excellent or better
Excellent or better. Centering no worse than 80/20 with four fuzzy corners. May also have rough edges, minor border discoloration and minor print spots, color or focus imperfections
VG Very Good or better
Very Good or Better. Centering must be 85/15 or better on the front and 90/10 or better on the back. In addition the card may have very minor rounding of the corners, a minor "ding," some rough edges, print spots, color or focus imperfection and/or some off-whiteness of borders.
P Poor or better
Poor or better. Centering must be 90/10 or better on both the front and the back. In addition, the card's corners will show extreme wear with rounding. There will be advanced stages of scratching, staining, scuffing and chipping. Original gloss may be gone and several major creases may be apparent.

 

Graded: These are items that have been submitted to a third-party Authentication company. A professional grading expert carefully examines the card, and encases the card with a label displaying a grade (typically 1-10) representing the condition of the card.

No Tag No Tags or Extremely Damaged Tags (Worn Beanie or better): The Beanie is Near Mint or Worn condition. The swing tag, tush tag or both tags are missing or are damaged (including cut, written on or multiple creases).

Comic Books:

Ungraded Items: These are items that a seller evaluates the condition based on the following conditions and guidelines:
NM Near Mint or Better
Near Mint or Better. Nearly perfect with only minor imperfections such as tiny corner creases or tiny staple stress lines, a few color flecks, binery tears, or tiny impact creases. Only the most subtle binding and/or printing defects allowed. Cover is flat with no surface wear. Cover inks are bright with high reflectivity and minimum of fading. Corners are cut square and sharp with ever so slight blunting permitted. Staples are generally centered, clean, with no rust. Cover is well centered and firmly secured to interior pages. Paper is supple and like new. Spine is tight and flat.
VF Very Fine or Better
Very Fine or Better. An excellent copy with outstanding eye appeal. Sharp, bright, clean with supple edges. Cover is relatively flat with minimal surface wear beginning to show. Cover inks are generally bright with moderate to high reflectivity. Slight wear beginning to show including some minute wear at the corners. Staples may show some discoloration. Spine may have a few transverse stress lines but is relatively flat. A very light inch crease is acceptible. Pages and covers can be yellowish/ tannish (at the least but not brown and will usually be off-white to white).
FN Fine or Better
Fine or Better. An exceptional, above-average copy that shows minor wear, but is still relatively flat and clean with no major creasing or other serious defects. Eye appeal is somewhat reduced because of noticeable surface wear and the accumulation of smaller defects, expecially on the spine and edges. A fine condition comic book appears to have been read many times and has been handled with moderate care. Compared to a VF, cover inks are beginning to show a significant reduction in reflectivity but is still highly collectibel and desirable.
VG Very Good or better
Very Good or better. The average used comic book. A comic in this condition shows moderate wear, can have a reading or center crease or a rolled spine, but has not accumulated enough total defects to reduce eye appeal to the point where it is not a desirable copy. Some discoloration, fading and even minor soiling is allowed. No chunks can be missing but a small piece can be out at the corner or edge. Cover and interior pages can have minor tears and folds and the centerfold may be loose or detached. One or both staples may be loose, but cover is not completely detached. Common bindery and printing defects do not affect this grade. Pages and inside covers may be brown but not brittle.
GD Good or Better
Good or Better. A copy in this grade has all pages and covers, although there may be small pieces missing. Books in this grade are commonly creased, scuffed, abraided, and soiled, but completely readable. Often paper quality is low but not brittle. Cover reflectivity is low and in some cases completely absent. This grade can have a large accumulation of defects but still maintains its basic structural integrity.
